The high dragons are separate from the dragons you face in the main quest, and taking them down rewards you with random drops of masterwork crafting materials, rare weapons, and rare armor. While the drops are randomized, you are guaranteed to get some of every material available from defeating him or her. There is also an achievement for taking all ten dragons, although there seems to be a bug affecting some users that keeps them from achieving it.
