You can find Wolfhook in the wild in Wolvendom. You can also purchase some Wolfhook from Chloris if you can find him. Look for Chloris around Windrise area.
When purchasing Wolfhook from Chloris it will cost 1000 Mora, and you can purchase up to 5 every 3 days.
You'll need Wolfhook to ascend characters in Genshin Impact.
